How much does real estate cost in Dakar?

Can a foreigner or a member of the diaspora buy in Dakar?
Yes. Foreigners and Senegalese living abroad can buy in Dakar and hold a titre foncier or a bail (lease) in their own name. If you cannot travel, the signature is completed remotely by notarised power of attorney, a routine arrangement for the diaspora.
Should I insist on a titre foncier when buying in Dakar?
The titre foncier is the only document conferring definitive, unchallengeable ownership in Senegal, and it is authenticated at the land registry (Conservation foncière). Some properties are offered under a bail or a délibération: buying remains possible, but the level of security and the resale conditions are not the same. Is Dakar a good city to invest in real estate?
